Check the value for the job_queue_processes:

job_queue_processes integer 1000
SQL>
2. Stop the cjq0 process.
SQL> show parameter job
NAME TYPE VALUE
------------------------------------ ----------- ------------------------------
job_queue_processes integer 1000
SQL> alter system set job_queue_processes=0;
System altered.
SQL> show parameter job
NAME TYPE VALUE
------------------------------------ ----------- ------------------------------
job_queue_processes integer 0
SQL>
This may require a kill -9 if on Unix or Linux.
Drop the problematic job.
Restart the cjq0 process.
Reset the job_queue_processes back to the original setting (from show parameter command) using
SQL> alter system set job_queue_processes=
